Proposed by the Province of Livorno, the project has been approved by the European Commission within Innovative measures under Article 6 of the ESF Regulation. Thanks to a partnership composed by Provincia di Livorno Sviluppo, territorial local bodies, equality organisms, category associations, Permanent Territorial Centers, University of Florence, training agencies and transnational partners, Senior at work tests strategies for the active ageing based on the continuous training and lifelong learning for over 50.
The project develops in the territory of the province of Livorno, that is located at the center of the Tuscany coast, and divided into 20 municipalities. On an active population of 134.875 people, 126.712 are employed and 8.163 unemployed. The province economical system is multi-sectorial. The occupational growth strategy is based on the following four main development driving forces: the tourism; the manufacturing system and the advanced tertiary industry; the logistics system; the services and the social economy.
Objectives
Main objective is to promote a knowledge based labour market, in order to increase employment rate of unemployed senior male/female workers and/or at risk of exclusion from labour market.
This objective is pursued through formal and not formal training to retrain and re-motivate the senior workers with diversity management systems to reduce stereotypes and discriminations within the companies. The project is based on the possibility of the person to extend his own working period according to his own personal aspirations and needs
The actions of awareness rising, training, network, enterprise creation, transnational exchanges and comparisons are aimed at creating professional growth paths extended to the whole working age and European level comparative indexes.
This strategic objective is developed through three specific objectives:
- Support remaining at work of senior male/female workers
- Fight unemployment and inactivity in senior population
- Identify and develop markers supporting the European monitoring of the local and national active ageing policies.
Methodology
Starting from the systemic strategy which the Province of Livorno, the Municipalities of the territory and the trade unions have identified inside the Employment Local Action Plan, the project allows to reserve to the identified target a special attention. The methodology provides for a synergic action of the various local and transnational actors on the themes of vocational training, labour and social inclusion for the senior target. Furthermore the intervention proposes a revision and a better application of the existing legislative and administrative regulation tools, at a European, national and regional level, for job insertion, in an active citizenship optic. A synergic process promoting new motivation in over 50 male/female workers and awareness rising in the companies in order to reconsider their strategies, will be activated. This process, in an innovative key, supposes the centrality of the individual choice to continue or restart the working path according to own aspirations and life demands.
